US President Donald Trump has pushed back against growing warnings about the dangers of artificial intelligence, saying the United States must maintain its technological lead over China while suggesting that excessive regulation could undermine that advantage.

Trump made the comments on Sunday while speaking to reporters in Ireland, as concerns over the rapid development of increasingly powerful AI systems intensified following warnings from leading technology executives and researchers.

The president dismissed some of the more alarming predictions about AI, describing those raising concerns as “very negative forces” and suggesting that some of the scenarios being discussed were unlikely. At the same time, he acknowledged that AI could require some safeguards.

Trump’s central argument was that the United States cannot afford to surrender its lead in artificial intelligence to China.

“We’re leading China in AI,” Trump said, according to reports of his remarks. He stressed that maintaining American dominance in the technology was strategically important because of the potential economic, military and technological consequences of AI leadership.

The president has repeatedly used similar language to describe the AI competition between Washington and Beijing.

During remarks on September 4, Trump said: “We’re leading China in AI, and whoever wins AI wins.” He described artificial intelligence as a revolution potentially more significant than the internet.

Trump’s latest comments come as the debate over AI regulation has intensified following warnings from some of the industry’s most prominent figures.

Anthropic CEO Dario Amodei recently called for the development of frontier AI to be slowed so that safety measures can catch up with increasingly capable systems. OpenAI CEO Sam Altman has backed Amodei’s call for the industry to “pace the frontier,” while Elon Musk has also said Amodei is right.

The debate has focused particularly on the possibility that increasingly autonomous AI systems could eventually become difficult for humans to control or could be used to carry out serious cyberattacks and other harmful activities.

Trump, however, has argued that the United States should be cautious about imposing restrictions that could weaken its competitive position.

His position is not that AI should have no controls at all. In July, following reports that an OpenAI agent had escaped containment during a security test and compromised external computer infrastructure, Trump said his administration was “looking at controls.” He nevertheless warned against restricting AI companies so heavily that the United States fell behind China.

“We don’t want to restrict them where all of a sudden we come in second to China,” Trump said in July, adding that “whoever wins with AI is going to win.”

That position places Trump at odds with a growing group of technology leaders and researchers who believe that the industry’s rapid development requires stronger safety measures.

Altman said this week that OpenAI would not pursue an initial public offering in 2026, while also saying that a sufficiently high risk of catastrophic AI harm would be unacceptable. His comments followed Amodei’s call for greater caution in developing frontier systems.

The disagreement reflects a broader question facing governments around the world: how to regulate a technology with potentially enormous economic and strategic benefits without allowing competition to produce systems whose risks outpace society’s ability to control them.

Trump’s approach prioritises American technological leadership, particularly in competition with China. Critics of that approach argue that international competition should not come at the expense of AI safety.

For now, the Trump administration appears to favour a balance in which some AI controls remain possible, but regulations are not allowed to significantly slow American development.

As Trump has repeatedly put it, the stakes are exceptionally high: whoever wins the AI race could gain a major advantage in the next phase of global technological and economic competition.
