The Nigerian Civil Aviation Authority (NCAA) has imposed a ₦15 million fine on RwandAir over the airline’s failure to resolve a passenger’s baggage complaint within the timeframe prescribed by Nigeria’s aviation regulations.
The NCAA’s Director of Public Affairs and Consumer Protection, Michael Achimugu, announced the sanction in a statement posted on his X account on Friday, September 11, 2026.
According to the regulator, the sanction followed RwandAir’s failure to resolve a passenger’s baggage-related complaint within the stipulated period, constituting a consumer protection infraction.
In addition to the ₦15 million fine, the NCAA directed RwandAir to replace the passenger’s damaged baggage and pay $170 in first-need compensation.
The NCAA said the compensation and other remedies were imposed in accordance with Part 19 of the NCAA Regulations 2023, which provides protections and remedies for passengers affected by baggage-related problems.
The authority said the enforcement action was part of its responsibility to ensure that airlines operating in Nigeria comply with consumer protection requirements and respond to passenger complaints within the prescribed timelines.
The sanction comes amid the NCAA’s continuing enforcement of passenger-rights regulations covering issues including baggage, refunds and other airline-related complaints.
The regulator has previously warned airlines that failure to comply with the timelines and requirements contained in Part 19 of the 2023 regulations could attract sanctions.
The NCAA has also taken enforcement action against other airlines over consumer protection and operational infractions. In February 2025, five airlines — Royal Air Maroc, Arik Air, Ethiopian Airlines, Aero Contractors and Air Peace — were sanctioned over various violations.
The latest action against RwandAir underscores the regulator’s position that airlines must address passenger complaints promptly and comply with Nigeria’s aviation consumer-protection rules.
For the affected passenger, the NCAA’s directive means RwandAir is required not only to pay the regulatory penalty but also to replace the damaged bag and provide the specified $170 first-need compensation.
